The Chief Inspector of Weights and Measures shall keep a record of all weights, measures, scales, beams, steelyards and other machinery inspected or tested by him, including those found to be incorrect, in which record shall be shown the names of the owners or users of the same and the respective dates of his inspection or testing and marking or sealing, or his rejection thereof, and such book of record shall at all proper times be open to public inspection.
