Any person whose permit has been suspended or revoked by the Director of Finance, pursuant to Section 757.20, shall have the right to appeal to a Board composed of the Director of Natural Resources, the Director of Public Safety and the Director of Law, and its order shall be final; but such appeal must be in writing and shall be filed with the Director of Finance within five days after notice has been mailed to such applicant, or is delivered to the applicant in person, or to any officer or duly authorized agent or representative of such applicant. Failure to file an appeal within five days shall constitute a waiver of the right of appeal provided herein.
