(a) The Director shall make rules and regulations he deems necessary to maintain safe and efficient operation of horse-drawn carriages within the City.
(b) The Director or his designate shall cause the enforcement of the Horse-Drawn Carriage Code.
(c) The Director shall authorize the issuance of all licenses hereunder when he finds:
(1) That all provisions of the Code have been satisfied as described herein.
(2) That he has received on file a certificate of health or veterinarian certificate approved by the Health Officer for each horse to be utilized for the services described herein.

The Health Officer shall receive and review the health or veterinarian certificate for each horse to be utilized for the services described herein. Upon review of same, this certificate shall be forwarded to the Director either approving or disapproving same.

(a) Whoever violates, or fails to comply with, any provision of this chapter is guilty of a misdemeanor of the fourth degree.
(b) Each day that any violation of, or failure to comply with, this chapter is committed or permitted to continue shall constitute a separate and distinct offense under this section, and shall be punishable as such hereunder.
