730.07. Suspension or revocation of license.
   (a)   For purposes of this section, a day is defined as Monday through Friday, excluding holidays.
   (b)   The Director or his designated agent may, and is hereby authorized to, suspend or revoke a license issued hereunder for failure of a licensee to comply and to maintain compliance with, or for his violation of, any applicable provision, standards or requirements of this chapter, or of regulations promulgated hereunder, or of any other applicable laws, ordinances or regulations. The Director shall promptly transmit to the licensee his decision in writing suspending or revoking the license.
   Within five days after receipt of a notice of revocation, the licensee may make a demand in writing to the Director for a hearing. The hearing shall be held within fourteen days following receipt of the written demand, and at least two days notice of the hearing shall be given to the licensee. The hearing shall be conducted by the Horse-Drawn Carriage Board of Appeals, and in the event any of the members are unable to attend, their designee shall act in their behalf. The Board shall accept, reject or modify the revocation order. A copy of the decision of the Board shall be served upon the licensee in writing within ten days after the last day of the hearing. The decision of the Board shall be final and conclusive. A quorum of the Board shall consist of a majority of the members of the Board.
