No transfer of dance hall licenses and/or teen dance club license shall be permitted except with the consent of the Director of Finance, which consent shall be endorsed upon the license and transferred on the books of the Department of Finance, and only after the applicant applying for the transfer of any such license has complied with all the provisions herein.
