(a) No person shall willfully leave an abandoned junk motor vehicle, as defined in Section 521.10(a) of the Toledo Municipal Code, on private property for more than seventy-two (72) hours or leave such vehicle on a public street, public way, or other property open to the public for purposes of vehicular travel or parking, or upon or within the right-of-way of any road or highway, for more than forty-eight (48) hours.
(b) For purposes of this section, the fact that such abandoned junk motor vehicle has been so left for more than seventy-two (72) hours on private property or for more than forty-eight (48) hours on a public street, public way, or other property open to the public for purposes of vehicular travel or parking, or upon or within the right-of-way of any road or highway, for more than forty-eight (48) hours, is prima-facie evidence of willful abandonment.
(c) Whoever violates this section is guilty of willful abandonment of a junk motor vehicle, a misdemeanor of the third degree.
