The provisions of this Traffic Code shall apply to so-called ice cream vending wagons propelled by human power the same as to bicycles, and wherever in this Traffic Code the term "bicycle" is used, such term shall be deemed to include so-called ice cream vending wagons propelled by human power, the operators of which shall be subject to the same penalties for violation of the provisions of this Traffic Code as are the operators of bicycles.
