Members of the Police Division of the City are hereby authorized to seize and impound any bicycle which is ridden or operated in violation of the terms and conditions of this Traffic Code in such a way that the safety of the rider or other person are seriously endangered thereby. Any bicycle so seized and impounded shall be held by the Police Division until the owner thereof, or if the owner be a minor, the owner and such owner's parent or guardian, shall personally call at the Safety Building and give assurance that such violation shall not be repeated.
