(a) It is the general duty of the Commissioner of Transportation to effect the installation, operation and maintenance of traffic control devices, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering investigations of traffic conditions and to cooperate with other governmental officials in the development of ways and means to improve traffic conditions, and to carry out the additional duties imposed by this Traffic Code.
(b) Whenever traffic control devices are required by any provision of this Traffic Code, it shall be the duty of the Commissioner of Transportation to install, operate and maintain such devices and no such provision or regulation shall be effective unless such devices are in place.
(c) The Commissioner of Transportation may test traffic control devices under conditions of traffic.
