Voluntary demotions of permanent employees to like or related positions in the classified service for which they qualify may be made as herein provided:
a. The employee must have completed one (1) year of service after the appropriate probationary period to be eligible for a voluntary demotion.
b. The employee must request the voluntary demotion in writing.
c. The Civil Service Commission will determine if the employee is qualified to fill a position within the classification for which voluntary demotion has been requested.
d. If the employee is qualified for the lower level classification, his/her name shall be placed on the appropriate list ranked by seniority and sent to the Appointing Authority when a requisition is received for the classification in question.
