The Neighborhood Block Watch Board is hereby authorized to accept donations, gifts and membership fees and to raise funds for the express purpose of defraying the costs incurred in its operation and duties. Any funds so received are to be deposited with the Commissioner of Taxation and Treasury in a Neighbor hood Block Watch Board trust. Disbursement shall be made from such trust by the Director of Finance upon presentation of the proper voucher or vouchers signed by the chairperson of the Board and approved by the Department of Finance.
