158.01. Definitions.
   (a)   "AIDS" means the condition which occurs when an individual is infected with the human immunodeficiency virus and has symptoms as defined by the Center for Disease Control as those of AIDS.
   (b)   "Business establishment" means any entity, however organized, which furnishes goods or services to the general public. An otherwise qualifying establishment which has membership requirements is considered to furnish services to the general public if its membership requirements consist only of the payment of fees or consist of requirements under which a substantial portion of the residents of this City could qualify.
   (c)   "Condition related to AIDS" means any perception that a person is suffering from the medical condition, AIDS, or infection with the AIDS virus, whether true or untrue.
   (d)   "Employer" means any persons regularly employing one or more persons or any person acting as an agent or the legal representative of an employer, directly or indirectly, including the City.
   (e)   "Housing services" means services connected with the use or occupancy of a rental unit including but not limited to utilities (including light, heat, water and telephone), ordinary repairs or replacement, and maintenance, including painting. "Housing services" also includes the provision of elevator service, laundry facilities and privileges, common recreational facilities, janitor service, resident manager, refuse removal, furnishings, food service, parking and other benefits, privileges or facilities.
   (f)   "Rent" means the consideration, including any bonus, benefits or gratuity, demanded or received by a landlord for or in connection with the use or occupancy of a rental unit, including but not limited to moneys demanded or paid for the following: meals where required by the landlord as a condition of the tenancy; parking; furnishing, other housing services of any kind; subletting; or security deposits.
   (g)   "Rental unit" means dwelling unit, apartment or living quarters in the City, rented or offered for rent for living or dwelling purposes, the land and buildings appurtenant thereto, and all housing services, privileges, furnishings and facilities supplied in connection with the use of occupancy thereof, including garage and parking facilities. "Rental unit" shall not include housing accommodations which are specifically exempted from Municipal regulation by State or Federal law.
   (h)   "Care giver" means any person providing food, shelter, clothing, medical or personal care or counseling to an individual afflicted with AIDS or a condition related to AIDS, whether on a volunteer or for pay basis.
