If all current members of the Winterfeld Park Advisory Board believe the Winterfeld Park Trust Fund should be terminated, all members shall make such common opinion and rationale known in writing as a whole to the Director of the Department of Parks, Recreation and Forestry. The Director shall, in turn, forward such request along with a separate recommendation and rationale to the Mayor of the City of Toledo. If the Mayor agrees that the Winterfeld Park Trust Fund should be terminated, the Mayor shall then forward all information received from the Board and the Director and his supporting comments to City Council. Alternatively, City Council may determine that the Winterfeld Park Trust Fund should be terminated. In that event, City Council shall prepare an Ordinance to that effect. City Council shall then vote at any regularly scheduled meeting to accept or reject the Board's, Director's, and Mayor's recommendation or Ordinance. If the Winterfeld Park Trust Fund is terminated by a majority vote of City Council and approved by the Mayor, the Director of Finance shall prepare for City Council a summary of all remaining encumbrances of the Winterfeld Park Trust Fund and the balance in the Winterfeld Park Trust Fund account. After these encumbrances are satisfied, any balance in the Winterfeld Park Trust Fund shall be transferred to the General Fund of the City of Toledo.
