All expenditures must be approved by a simple majority of the quorum at any properly scheduled meeting and evidenced by approved and signed minutes of the Board members present at such meeting. The Winterfeld Park Trust Fund shall be under the management of the Director of the Department of Parks, Recreation and Forestry. All expenditures will be made in accordance with current purchasing procedures and in furtherance of the goals and objectives of this Trust Fund or any other purpose that the legislative authority deems appropriate and the Director shall forward the proper voucher or vouchers therefor signed by the Director to the Director of Finance for approval.
