At the first meeting in any calendar year such Board must elect a chairperson and a secretary from its members, determine its rules of operation, meeting times and adopt other specifics that the Board itself chooses for efficient operation of the Board itself. A record of all proceedings must be maintained. A majority of the members shall constitute a quorum for the transaction of business. The Director of Parks, Recreation and Forestry or a designated representative shall serve as an ex-officio member of the Board.
