139.09. Regulations.
   The Director of Health and Environment shall adopt rules and regulations governing the administration of the internal operations of the department, as well as rules and regulations intended for the general public concerning the functions and duties of the Department of Health and Environment as set forth in the Toledo Municipal Code and applicable federal, state and local laws. Such public rules and regulations shall be published in the same manner and shall have the same force and effect as the ordinances of the City. Violations of any public rule or regulations of the Director shall be punishable as a minor misdemeanor if no other penalty is otherwise provided.
