(a) The position of Commissioner of the Division of Environmental and Consumer Health is hereby created and the Commissioner shall perform the duties imposed by ordinance of Council and such other duties as may be prescribed by the Mayor or the Director of Health and Environment.
(b) The Commissioner of Environmental and Consumer Health shall head the Division of Environmental and Consumer Health, and under the general direction of the Director of Health and Environment shall:
(1) Plan, direct, supervise and coordinate environmental and consumer health programs to ensure compliance with established rules and regulations.
