139.04. Chief-Planning and Administration.
   (a)   The position of Chief-Planning and Administration is hereby created, and the Chief shall execute the duties imposed by ordinance of Council and such other duties as may be prescribed by the Mayor or the Director of Health and Environment.
   (b)   The Chief-Planning and Administration shall head the Planning and Administration Section, and under the general direction of the Director of Health and Environment shall:
      (1)   Direct fiscal, personnel and related administrative operations of the department;
      (2)   Direct and control the activities of the Vital Statistics Bureau and related record maintenance sections;
      (3)   Assist in the formulation and implementation of policies and procedures pertaining to departmental and collective bargaining activities;
      (4)   Act as hearing officer in contractual situations between labor and management.
