The Commission shall elect its own president and such other officers as it deems necessary. The Commission may create from its members and/or persons who are not members, associate memberships and such committees and subcommittees as it shall deem necessary to carry out the function of the Commission. It shall prescribe its own rules of procedure and shall keep a record of its transactions and report annually to the Mayor and Council. It shall meet not less than once each month. The Commissioner of Parks, Recreation and Community Enrichment or their designated representative shall serve as an ex-officio member of the Commission.
