(a) A preliminary review shall be conducted by the Board. This review should be as thorough as deemed necessary to enable the Board members to have a full and complete understanding of the facts and circumstances surrounding the complaint. This review will include documentation gathered as a result of the original investigation conducted by the Police Division.
(b) The Board may adopt policies and procedures for preliminary review as deemed necessary.
