(a) The following rules and procedures implement Section 8 of the City Charter for the creation and operation of the Civilian Police Review Board ("the Board"), which reports to the Mayor and City Council.
(b) It is the objective of the Board to give citizens a fair and impartial appeal process for complaints of police misconduct or allegations in which a citizen is dissatisfied with the findings of Police Internal Investigations.
(c) In addition, the Board, where appropriate, may act in an advisory capacity to the Chief of Police on various issues such as policies and procedures.
