Within two (2) weeks following the Public Hearing, the Mayor shall send a letter to the Toledo members of the Ohio Legislature, the leaders of the Ohio House and Senate, and Toledo's U. S. congressional delegation summarizing the main issues raised at the hearing and stating that the citizens of Toledo voted in support of a Citizens' initiative calling for a constitutional amendment declaring:
First, that only human beings, not corporations, are legal persons with constitutional rights, and
Second, that money is not equivalent to speech and therefore regulating political contributions and spending is not equivalent to limiting political speech.
