It is the policy of the City of Toledo to promote the health, safety, morals and general welfare of its inhabitants through the creation and designation of a community improvement corporation as the agency and instrumentality of the City to advance industrial, commercial, distribution and research development within its boundaries; and the Toledo Community Improvement Corporation (TCIC), a community improvement corporation organized as a corporation not for profit in the manner provided in Chapter 1724, Ohio Revised Code, is designated as the City of Toledo's agency and instrumentality for industrial, commercial, distribution and research development in this municipal corporation.
