The Director is hereby authorized and directed to prepare and promulgate, after consultation with and approval of the Mayor, such rules and regulations as are necessary and proper to effectuate the purposes of this chapter. Unless otherwise required, such rules and regulations shall be effective thirty (30) days after publication by the Director in the Toledo City Journal.
