(a) These provisions of this Part Thirteen-Building Code apply to buildings or structures on land or over water, and to constructions, such as vaults, areas or street encroachments, however placed, that are appurtenant to such buildings or structures.
(b) Such provisions shall apply with equal force to municipal and county buildings, as they do to private buildings, except as may be specifically exempted by the Ohio Building Code. Specifically exempted are buildings, structures, or land owned by and used for a function of the Federal or State government. However, privately owned buildings or structures which house offices of the Federal or State government are not exempted from this Code.
