(a) Except for emergencies involving public health, welfare and safety, or as indicated below, the City shall not subcontract any work or services which are being performed by Local 2058 Bargaining Unit employees of the City. This would not prohibit the City from contracting out work or services which would be of a nature or size which could not be performed by regular City employees.
(b) The City shall have the right to subcontract work performed by classifications in Local 2058 so long as no Union members in the classification affected by the subcontracting are laid off.
(c) Prior to any subcontracting of work or services, the City shall notify Local 2058, in writing, of the proposed subcontracting using the subcontracting form indicating the work to be subcontracted and the proposed start and completion dates.
(d) Where formal or informal bids are solicited, copies of bid specifications shall be furnished to Local 2058 at the time the bids are solicited.
