(a) Any person who uses a public vehicle for any illegal purpose is guilty of a misdemeanor of the fourth degree.
(b) Whoever, with intent to defraud the owner or driver of any public vehicle, engages carriage therein is guilty of a misdemeanor of the fourth degree. Refusal to pay the lawful charge for such carriage, or absconding without payment or offer to pay shall be evidence of such intent to defraud.
(c) Any person, firm or corporation, or any owner, agent, employee or driver of a public vehicle who violates any of the provisions of this chapter for which no other fine and/or imprisonment is specified is guilty of a minor misdemeanor.
