779.06. Unauthorized passengers prohibited.
   (a)   Except as hereinafter provided, whenever any taxicab or motor vehicle for hire/limousine is occupied by fare-paying passengers, or by members of the party of a fare-paying passenger, the driver of such taxicab or motor vehicle for hire/limousine shall permit no other person to occupy or ride in such taxicab or motor vehicle for hire/limousine, except a supervisor or a student driver to be schooled who has previously applied for a driver's license and whose application is pending.
   It shall be permissible for a public vehicle already carrying one (1) or more fare-paying passengers to admit additional passengers as long as all fare-paying passengers to be carried at any one time are being transported pursuant to a single contract with one third-party payer.
   (b)   Whenever any taxicab or motor vehicle for hire/limousine is unoccupied or not completely occupied, the driver of such taxicab or motor vehicle for hire/limousine shall permit no persons not intending to pay a fare to occupy or ride in such taxicab or motor vehicle for hire/limousine, except a supervisor or a student driver who has previously applied for a driver's license and whose application is pending.
