A driver or agent of the owner of any public vehicle for hire shall not solicit passengers on public streets except by word of mouth in an ordinary tone, or by motion of the hand, when standing beside such vehicle and shall not solicit by word of mouth passengers from any street car or bus stop.
No person shall violate any of the provisions of this section and the Director may revoke the license of the driver or owner for such violation.
