Owners and drivers of taxicabs and motor vehicles for hire/limousines are prohibited from causing or permitting such vehicles:
(a) To be operated over any regular route; except that the engagement of such a vehicle by a specific customer to follow a prescribed route on a recurring basis for purposes other than solicitation of business shall not constitute a violation;
(b) To pass any specified point at regular intervals of time, or on any fixed schedule;
(c) To be operated along any streetcar or bus route and soliciting by word of mouth passengers from streetcar and bus stops; or
(d) When hired, to accept other passengers until the service for which it has been hired is completed, unless requested by a passenger.
Taxicabs and motor vehicles for hire/limousines shall at all times, when in operation and not engaged, furnish service on demand to any orderly person for lawful purposes.
No person shall violate any of the provisions of this section and the Director may suspend or revoke the permit or license of any owner or driver for any such violation.
