777.01. Liability insurance required.
   No permit to operate any taxicab or motor vehicle for hire/limousine under this Public Vehicle Code, or any amendment thereto that shall hereafter be made, shall be issued or renewed by the City unless and until the applicant has filed with the Officer:
   A certificate signed by a duly authorized official of a company holding a certificate of authority from the Ohio Department of Insurance and a member of the Ohio Guarantee Fund to the effect that a policy of insurance covering the vehicle(s) to be permitted has been issued to the applicant and is in full force and effect, and that the premium has been paid as required thereon, together with a true copy of the policy, contract or certificate of insurance. In the event that there is no insurance company holding a "certificate of authority" currently writing liability insurance for the taxicab or livery business in the State of Ohio, the City may elect to accept a certificate of insurance from an insurer who is approved by the Ohio Department of Insurance to conduct excess and surplus lines business in Ohio and rated not less than "A" by Best or other comparable insurance rating service. In cases where the insurance premium is payable monthly, proper certificates or evidence of the payment of the premiums for each month shall be delivered to the Officer not later than the first of the month for which the premium is due and payable.
