Whenever a licensed driver receives twelve (12) violation marks in accordance with the schedule herein provided, during any twelve (12) month period, it shall be mandatory upon the Director to suspend the license of the driver for a period of thirty (30) days or for any period during which the driver's state driver's license is suspended, whichever is longer.
