(a) Any person, firm or corporation operating or permitting to be operated for hire, a vehicle without a permit shall be guilty of a misdemeanor of the fourth degree. In the event of conviction, such person, firm or corporation shall not thereafter be granted a permit for a period of three (3) months for the first conviction and one (1) year for a subsequent conviction.
(b) Any person, firm or corporation or any owner, agent, employee or driver of a public vehicle who violates any of the provisions of this chapter for which no other fine and/or imprisonment is specified is guilty of a minor misdemeanor.
(c) While in the course of enforcing any requirement of this Public Vehicle Code, the Director or any Toledo Police Officer is authorized to effect the towing, impounding or immobilization of any permitted vehicle or any vehicle not displaying a permit that the Director or Officer believes to be engaged in activity not in conformance with the requirements of this Public Vehicle Code.
