In the event that the vehicle for which a permit has been issued becomes unsuitable for operation, an affidavit to such effect may be filed with the Director and the Director shall thereupon notify the Officer who shall transfer the permit to any other vehicle designated by the owner of such permit, provided such vehicle is of the same class and approved by the Director.
