All mandatory lettering or wording, whether in a particular trade name, design, color scheme, method of painting or lettering or otherwise, as hereinbefore provided, shall be at least three (3) inches in height, and shall be of such color as in the opinion of the Director will contrast distinctly with the background color on the body of the taxicab or motor vehicle for hire/limousine. Provided further that such serial body numbers on the sides shall be no less than three (3) inches in height.
