773.11. If approved trade name not adopted.
   Whenever any person, firm, association or corporation owning and operating one or more taxicabs does not adopt and use an approved trade name, design, color scheme or method of painting and lettering as hereinbefore mentioned, then it shall be mandatory for such person, firm, association or corporation to paint the following matter on each of its taxicabs whether or not using an approved trade name, design, color scheme or method of painting or lettering as hereinbefore mentioned:
   A framed panel on each side enclosing on separate lines the name of the owner, the word "taxicab" and the serial body number assigned to the taxicab by the Officer, and shall cover no less area than ten (10) inches by twelve (12) inches. The form of such panel shall be substantially as follows:
