It shall be the duty of the Director of Finance to enforce the provisions of this chapter. Should any person contend that he is not subject to the provisions of this chapter by reason of being engaged in some business other than those regulated by this chapter, it shall be the duty of the Director of Finance to cause an investigation of such business to be made and to determine from such investigation the nature and character of the business conducted by such person. Such determination by the Director of Finance shall be final, and a license or licenses shall be required of such person in accordance with the determination of the Director of Finance.
