(a) No person, including any of those persons licensed by the City, shall in any manner disturb, collect or remove any paper or garbage which has been set out for collection by the City.
(b) No person including any of those persons licensed by the City, shall in any manner disturb, collect or remove any junk, paper, refuse or any other materials which have been set out for collection by the City between the hours of 11:00 p.m. and 6:00 a.m.
(c) No person without privilege to do so shall in any manner disturb, collect or remove any recyclable materials from any container which has been set out for recyclable collection by the City.
(1) For purposes of this section "recyclable materials" shall include all metal food and beverage cans, glass bottles and jars, rigid plastic bottles and containers, newspapers, inserts and any other materials designated by the Director of Public Service as recyclables.
