No person shall maintain a junk yard, junk shop or scrap processing yard in the corporate limits of the City unless such business is carried on entirely inside a building or buildings or unless the premises on which such business is carried on are entirely enclosed by a solid built nontransparent fence at least seven feet high, and such fence must be approved by the Commissioner of Inspection. Such fence shall be maintained in a neat, substantial, safe condition, and shall be painted. Gates for access to such premises shall not swing outward, and such gates shall be kept closed and secured when the premises are not open for business. Adequate passageways shall be maintained to permit access for use by emergency vehicles and equipment to all portions of the property.
