733.03. Application for license.
   (a)    Application for a license to maintain or operate a junk yard, junk shop or scrap processing yard as defined herein shall be made not later than September 1 of each year and shall be made to the Director of Finance upon such forms as shall be prescribed by him.
   (b)    Each such application shall set forth the full names and addresses of the following: the applicant; the person or persons who own the property on which such junk yard, junk shop or scrap processing yard is or will be maintained and/or operated; the person or persons who own and the person or persons who maintain and/or operate such junk yard, junk shop or scrap processing yard. If any of the persons, as defined herein, referred to above is a partnership or a corporation, each such application shall set forth the business address of such entity and, if a partnership, the full names and addresses of all general partners and, if a corporation, the full names and addresses of the president of such corporation, and the statutory agent for the corporation. In addition, each such application shall set forth the address or addresses at which such business is or will be conducted or maintained and such other and further information as may be required by the Director.
   (c)    Each such application shall be forwarded by the Director to the Department of Health, Division of Inspection and Division of Fire, and such other departments and/or divisions of the City administration as deemed necessary by the Director to determine and report to the Director whether such junk yard, junk shop or scrap processing yard is in compliance with applicable provisions of the Toledo Municipal Code. No license to maintain or operate a junk yard, junk shop or scrap processing yard shall be issued to any applicant unless and until approved by the Department of Health, Division of Inspection and Division of Fire, and other department or division deemed necessary.
   (d)    Each such application shall be accompanied by a financial statement, submitted and verified by oath by the person or persons, as defined herein, who own, and/or maintain and/or operate the junk yard, junk shop or scrap, processing yard described in such application. Such financial statement shall set forth the name and location of the junk yard, junk shop and scrap processing yard, the nature of the business and the amount of the capital to be invested in such business, which shall include the value of the stock and vehicles used in connection with such business. No license shall be issued in the absence of such finan cial statement.
