As a requirement for employment with the City of Toledo, commencing after passage of this section, any applicant offered conditional employment shall provide certification from the appropriate authority that said applicant is in substantial compliance with any court ordered child support. "Substantial compliance" means the individual is current regarding court ordered child support obligations or has entered into a current and dated agreement plan with the appropriate authority to satisfy any delinquency and assure future payments prior to commencing of employment.
