(a) Toledo Municipal Court Judges' Division employees have no bump or recall rights. However, at the discretion of the Court they may be placed in other positions, vacant or occupied.
(b) Employees in the Toledo Municipal Court Judges' Division who are laid off or displaced will be placed on recall list for positions in the Toledo Municipal Court Judges' Division.
(c) Vacancies in the Toledo Municipal Court Judges Division will be filled from recall lists on the basis of job related factors: knowledge, skills, abilities, experience and competency needed. Length of service will be considered, but will not be the sole determinant in deciding who will be replaced.
(d) Employees will remain on recall lists for two (2) years commencing with the effective date of layoff or displacement. Employees who refuse recall to their former classifications will have their names removed from recall lists.
