2134.07. Management Rights.
   Nothing herein shall be construed as delegating to others the management and direction of the working forces as those are powers and responsibilities vested exclusively in the Court by the citizenry of this City and the State of Ohio. Management and direction of the working force, includes, but is not limited to the right to:
   (a)   Determine matters of inherent managerial policy which include, but are not limited to areas of discretion or policy such as the functions and programs of the court, standards of services, its overall budget, security, utilization of technology, and organizational structure;
   (b)   Direct, supervise, evaluate, or hire employees;
   (c)   Maintain and improve the efficiency and effectiveness of court operations;
   (d)   Determine the overall methods, process, means, or personnel by which court operations are to be conducted;
   (e)   Suspend, discipline, demote, or discharge for just or proper cause, or lay off, transfer, assign, schedule, promote, or retain employees;
   (f)   Relieve employees from duty because of lack of funds or for other legitimate reasons;
   (g)   Determine the adequacy of the work force;
   (h)   Determine the overall mission of the court as a branch of government;
   (i)   Effectively manage the work force;
   (j)   Take actions to carry out the mission of the court as a branch of government.
