With the approval of the Mayor, the Administrator may appoint an Advisory Board composed of not fewer than three residents qualified to act in an advisory capacity to him. The members of the Board shall serve without compensation and their duty shall be to consult and advise with the Administrator, but not to direct his conduct of the Agency. Any recommendations of the Board shall be in writing and shall become part of the records of the Agency. Public meetings of the Board may be called by the Administrator for the consideration of the affairs of the Agency, and the Administrator shall be chairman of such meetings.
