(a) Service of any written notice required by this Pollution Control Code may be given by certified mail directed to the last known address of the person to be notified or delivered personally, in the same manner as a summons in a civil action by the Division, or if the whereabouts of such person is unknown, then by posting such notice on or near the entrance to the premises, source or equipment wherein the violations have occurred.
