(a) This Title Five of Part Seventeen-Health Code shall be known and may be cited as the Toledo Pollution Control Code.
(b) All of this Pollution Control Code shall be taken together and construed in pari materia. If a conflict exists among any requirements of this Pollution Control Code, the most stringent requirement shall apply.
(c) If any clause, provision or section of this Code is declared to be unconstitutional or void, such clause, provision or section shall be excluded from the provisions of this Code, but the remainder of this Code shall remain in force, Council hereby declaring that it would have passed the remaining portions of this Code notwithstanding such invalidity.
