1753.03. Space and water heating systems.
   (a)   All existing installed water heaters requiring combustion air, which were installed under a building permit at the time of installation, including vents and combustion air and which have been maintained in good and safe condition, are exempt from these requirements.
   (b)   Water heaters and space heaters depending on combustion fuel shall not be installed in sleeping rooms, bathrooms, clothes closets, or in closets or confined spaces opening into bathrooms or bedrooms except as follows:
      (1)   Combustion air and ventilating air is supplied from an outside source or from another part of the dwelling or dwelling unit other than the bathroom or any bedroom. There shall be two sources of combustion and ventilating air. The first source shall be located not more than six inches from the floor of the enclosure and the second source shall be located in the service opening, service door or in the wall, and in no case lower than twelve inches from the ceiling. The second opening may be in the ceiling if the opening is to an attic or an unoccupied area of the dwelling or dwelling unit. The openings may be louvered or screened or both, and in no case shall the effective clear area of the opening be less than thirty-six square inches. Where either combustion air or ventilating air or both is taken from the outside, care shall be taken to avoid the freezing of the water lines or heater; and
      (2)   The water heater flue shall exit the enclosure through the enclosure ceiling or through an enclosure wall provided that the flue pipe does not enter a bathroom or bedroom; and
      (3)   The service opening or door to the water heater enclosure opens into another part of the dwelling or dwelling unit other than the bathroom or any bedroom. Exception: A service door may open into the bathroom provided the door is a one and three-eighths inch solid core flush door. This door shall not have any openings for combustion or ventilating air; and
      (4)   The water heater in the enclosure has proper clearance from all combustibles and the water heater is equipped with the proper safety devices; and
      (5)   The water heater is so placed that maintenance and repairs can be readily made from the service opening or door without disturbing any other part of the enclosure.
   (c)   When the dwelling or dwelling unit is heated by space heaters:
      (1)   All walls in close proximity to a space heater shall be sufficiently insulated to prevent overheating of the wall.
      (2)   Every space heater smoke pipe shall be equipped with guards made of metal or other nonflammable material at the point where the pipe goes through the wall, ceiling or partition.
      (3)   Open fire type heaters are strictly forbidden for use in the City for heating purposes.
      (4)   Space heaters shall be equipped with all required safety controls and safety pilot as set up in the rules and regulations adopted pursuant to authority herein.
      (5)   No dampers shall be installed or permitted to remain in flue or smoke pipes of any gas-fired space heater or gas appliance unless installed under a permit and approved by the Building Inspection Division. No hand-operated dampers will be permitted.
      (6)   All flue pipes shall be secured with sheet metal screws or approved equal connectors at every joint, including the flue collar.
      (7)   Aluminum flue pipe shall not be used on any heating appliance or space heater.
      (8)   Flues and diverters shall be at least six inches from any combustible material unless installed and approved under a heating permit by the Building Inspection Division.
