No person shall occupy as owner-occupant or let to another for occupancy, any dwelling or dwelling unit for the purpose of living therein, which does not comply with the requirements set forth in this chapter, except for the following: Electrical systems installed, approved and conforming with all applicable laws in effect at the time of installation and which do not show readily observable evidence of tampering or rendering into hazardous condition, and which are in conformance with the safety requirements as set forth in Section 1751.04, shall be acceptable and Sections 1751.02 and 1751.03 shall not apply.
