Water pressure in every dwelling or dwelling unit shall be maintained to afford a rate of water flow of not less than one and one-half gallons per minute.
Inspection to ascertain compliance with this section shall consist of a test made at a fixture or water source on the topmost floor of the dwelling or dwelling unit where the facilities are to be used with the faucets on the lower floors being fully opened.
