1737.11. Appeals.
   (a)   The President of the Toledo District Board of Health shall appoint three of the Board members to serve as a Board of Appeals to adjudicate appeals from decisions of the Commissioner of Health to deny, revoke, refuse to renew, or modify a license.
   (b)   If a party requests a hearing, the Board of Health shall immediately set the date, time and place for such hearing and notify the party thereof. The date set for hearing shall be within thirty days, but not earlier than seven days after the party has requested the hearing, unless otherwise agreed to by both the Board of Appeals and the party.
   (c)   Any party adversely affected by any order of the Board of Appeals issued pursuant to an adjudication hearing may appeal to the court of common pleas.
   (d)   An appeal under this section does not act to stay compliance with the provisions of this chapter.
